Ofcom has published its proposals for the new Telecoms Access Review 2026 (TAR), which it hopes will improve competition and investment in gigabit-capable networks, maintaining the competitive landscape created by the preceding Wholesale Fixed Telecoms Market Review 2021 and go further to promote better outcomes for end-users.

Ofcom’s enquiry into unexpected mid-contract price rises by telecoms providers has been lauded by Giganet CEO Jarlath Finnegan.
The regulator is currently investigating complaints from broadband and mobile customers who believe their suppliers have left out information regarding price rises.
The Guardian reports that customers signing up for a new two-year contract offered in Christmas deals could find themselves paying up to £240 more than they thought.
Finnegan said: “With the cost of living rising and household budgets being squeezed, it is imperative providers are completely transparent when it comes to the terms and conditions of their broadband packages.
“Providers must do the decent thing and make it clear there may be mid-contract bill increases and exit fees.
“At this time, we all need certainty, and knowing exactly what we are going to pay, and for how long, is vital.”
“As millions of people are having to deal with rising household bills, it is more important than ever that telecoms companies don’t shirk their responsibilities and keep customers fully informed about what they are signing up to,” added Lindsey Fussell, Networks and Communications Group Director at Ofcom.
